This PR does not change any behavior. It adds tests with baseline results for the related PRs and makes other testing and REPL improvements.

This PR adds a new Feature EnhancedIterationChecks that is unused by this PR, but used by related PRs (Set and Variables). It places it in a new PowerFxV2 collection for public use. As part of the review process, I am open to other options for enabling the breaking changes in the "Var" and "Set" PRs that are incompatible with V1.
