Functionality Added to Twenty-One Program

I added some new functionality to the program:

• Made it possible to make a bet on each hand. Player starts with 1000 chips.
• Made it so that the player will gain more chips if they win and lose chips if they lose. Blackjack win pays 2.5 to 1 any other win pays 2 to 1.
• Added the ability for a player to Double-Down on a hand. They can do this when they have only two cards or the value of their hand is 9, 10, or 11. It also will make sure that they are unable to hit again after Doubling-Down.
• Fixed bug where player could bet more chips than they had
