Summary

• Run all pypto-lib examples under examples/models/qwen3/14b in the Daily CI NPU job (scope1–3 decode, full decode, and prefill), using the same invocation as the existing 32B scripts (-p a2a3 -d $DEVICE_ID).
• Rename the workflow job from qwen3-decode to qwen3-pypto-lib and update notify-on-failure references so failure issues list the correct job name.
