Is it safe to use the torch-mlir snapshot releases or should one install torch-mlir from source?

I think the snapshot releases are fine, but @asraa we may want to recommend a pinned version to be safe.

Yeah, I had been using the snapshot releases, but I'll say that a safe version is one that I'm using
