…om YAML - create_empty_commit fetches+resets+retries when push is rejected as non-fast-forward, so concurrent handlers pushing to the same branch don't leave AGENT-36Y/30K errors in Sentry. - LambdaTimeoutSeconds CFN parameter feeds both Timeout and LAMBDA_TIMEOUT_SECONDS env var, making the YAML the single source of truth. utils/time reads the env var instead of a hardcoded 900.
