This doesn't seem to have helped - the old PR showed the actions as cancelled, I tried to re-run and they just cancelled themselves again. Now they appear to be "queued". |

Ah, OK, it's likely failing because GitHub no longer supports Ubuntu 16.04 build agents - https://github.com/actions/virtual-environments. I'll try adding a commit to this PR to use something newer. |

I think there's a reason it was using 16.04 runners, newer ones look like they don't allow much external traffic (see here). Not sure what the right move is here |
