Fixes DOC-16324 Summary of changes: - Update 'Replication Layer' membership/rebalancing section to describe why replica counts can differ across nodes - Update 'Cluster Setup Troubleshooting' and 'Node Shutdown' pages to briefly summarize the same info, and have them both link back to 'Replication Layer' docs for more info NB. All changes ported to v23.2, v24.1, v24.3, v25.2, v25.4, v26.1, v26.2
