Motivation
As I'm writing a bruteforcer to test different seeds in a game, I need to be able to set these options via the command line (well, only one of them, but it makes more sense to add all of them in a PR).
Implementation
I added variables tracking whether elapsed time and system time were modified via the CLI option, so they don't get later overwritten with the .ltm file value
