A node transitioning from COMMISSIONING back to NEW (e.g. on abort or at the end of enlistment commissioning) may have had its power state changed by commissioning scripts. Add NEW to QUERY_TRANSITIONS for COMMISSIONING so MAAS refreshes the power state after the transition, matching the existing behavior for FAILED_COMMISSIONING and READY.
