[CI] Remove legacy lint scripts and Apache RAT#18848

All lint checks are now handled through pre-commit hooks (ruff, clang-format, etc.). Remove the standalone scripts that are either deprecated no-ops or duplicated by pre-commit, and simplify task_lint.sh and docker/lint.sh accordingly.
RAT (and its Java dependency) are no longer needed since check_asf_header.py handles ASF header checks natively. Also remove cpplint, pylint, mypy, black, flake8, and blocklint packages that have been superseded by pre-commit hooks.
