What is the purpose of the change

当前主页标题包含未翻译的中文标语 “官方网站” / Currently the main page title includes an untranslated Mandarin tagline “官方网站” on the English page.

这会让人感到困惑，例如在 Google 搜索结果中查看时，不容易判断是否是正确的页面。 / This can be quite confusing, for example when viewing Google search results—it’s not clear if this is the right page to open.

Brief changelog

建议根据 locale 环境变量设置标语，如 facebook/docusaurus#4542 (comment)
中所述。 / It is recommended to set the tagline according to the locale environment variable, as described in facebook/docusaurus#4542 (comment)
