Fixes Docker build failures caused by Ubuntu 24.10 reaching EOL on July 31, 2025. Package repositories were moved to old-releases.ubuntu.com, breaking apt-get update.
Updated base image from ubuntu:24.10 to ubuntu:24.04 LTS (supported until April 2029, currently tagged as ubuntu:latest).
