v10_15_00 Integration Release

In tandem with SBNCode v10_15_00, ICARUSCode v10_15_00 includes the following key updates:

• LARDataAlg is upgraded to v10_02_00 (via SBNAlg). Note this ICARUSCode release also incorporates ICARUSAlg v10_15_00. See the ICARUSAlg v10_15_00 release notes for more information about the corresponding v10_15_00 ICARUSAlg release.
• SBNCode is upgraded to v10_15_00, which incorporates upgrades from LArSoft v10_15_00.
• SBNObj is upgraded to v10_03_02_03, which incorporates upgrades from LArDataObj v10_04_00.
• SBNAnaObj: Merged SBNSoftware/sbnanaobj#175 (Standardization of caf::SRTrkChi2PID form)
