Remove unsuppoted versions of DataStructures

The package doesn't load with these versions on Julia 1.0 which is the earliest supported version.

I tested locally with 0.11 and tests passed.

@andreasnoack, would you please justify this PR by either

• pointing to a feature that SortingAlgorithms.jl depends on that is not present in these versions of DataStructures.jl; or
• sharing a log of successfully loading DataStrcutures.jl at one of these versions and then unsuccessfully loading SortingAlogrithms.jl with that version of DataStructures.jl?

Notably, if DataStructures at one of these versions is incompatible with Julia 1.0, that should be marked elsewhere (i.e. make a PR to adjust its Julia compat bounds in the registry). The role of compat is to specify which versions of a dependency are compatible with this package, not which versions of a dependency are broken or are compatible with different versions of Julia.

Your interpretation makes it impossible to verify that this package supports these versions. It is kind of an abstract compatibility declaration, but I'll rest my case.
