Fix virtualenv, setuptools, tests for macOS&Windows

1. For build need setuptools, add setuptools >= 48.0 (see PEP 632 & Interaction of numpy.distutils with setuptools, IMHO don't need upper limit version of setuptools);
2. Replace #!/usr/bin/python3 to #!/usr/bin/env python3 for compatibility with piping/virtualenv/conda/mamba/...;
3. Patch tests/test_data.py for macOS & Windows;
4. Increment version.
