CostMap MM now adapted to exploration and static map internal modifications.

Updating "navstate static map" with "internal static map" allows other nodes such as SLAM toolbox to provide an evolving map via topic: "incoming_map". Withour this, the rest of the system used only first version map.

Updating "internal static map" with "navstate static map" allows other MM plugins to be in a lower level than CostMap MM, so CostMap MM can use that modified map internally to create the "dynamic map".

Any MapsManager working below CostMap MM. In my case, Multiplexor MM.
