[ALICE 3] Implementation of peacock layour for services

This implements the peacock layout for the ALICE 3 services and introduces a configuration parameter that allows to switch between the previus layout (symmetric, used in the LoI) and the new layout.

Hi @njacazio, I had to make some tweaks to code layout etc, and now the compilation check fails due to a missing alien connection, which I guess it a temporary issue. Can you trigger a new check, or does that require intervention from someone else?

There is also a compilation warning on the arm platform for the Digitizer, which I did not modify...
