Issue
There is an issue with the url referencing the ISO schemas and ISO codelists. The ISO 19139 xsd files are not maintained anymore and offered by ISO.
For the WMO code list, there is an issue also as some codelists are referenced by two URLs (http://wis.wmo.int/2012/codelists/WMOCodeLists.xml and http://wis.wmo.int/2013/codelists/WMOCodeLists.xml) while being identical.
Short term way forward
This results in having metadata records that cannot be validated (because the xsd sources cannot be downloaded).
A short term solution has to be found to solve that problem by finding a host (WMO ?) for the schemas and codelists.
Long term way forward
A long term solution has to be found as this shows that the current support version of ISO used by WMO is now obsolete. Potential paths for the future is to move to a more recent ISO version or move out entirely from ISO and adopt another geospatial metadata standard.
