Support the Debian way

Hey!

It could be nice if the module was supporting the way debian is splitting up the configuration files.

• sites-available which contains the vhost descriptin
• sites-enabled symlinks to vhosts in sites-available
• mods-available for loading (.load) and module config (.conf)
• mods-enabled symlinks to modules-available files

The module stuff has been implemented when using apache::config::loadmodule. Currently only the .load file is symlinked. See 3e21cca

I'm still unsure wether or not we should manage (link) the .config file since its configuration that will end up in conf.d/mod.d/MODULENAME.
