Update babel to work with latest versions

@babel/runtime@7.5 is the latest as of right now. This isn't even using the namespaced babel

Hi @ntucker. Indeed the runtime can be updated, but shouldn't technically be a problem as the parser is what is used. As things go I'm on a long sabbatical from coding and all my modules and build process used the old babel runtime and I didn't update it for this one package. When I get back to things full swing I'll be making quite a few updates. If for some reason this actually causes a problem let me know.

I'll mark as an enhancement though for now.

Ya this means I can't use the tool with my modern babel config that uses plugins that assume the latest version.

Ok. I'll take a look early next week. I'll also take a look at updating the parser plugin list. Any additional features that you'd want?
