Implementing planners

If a transportation order has to be completed by multiple agv's.
How can it be done in openTCS?
Say an example scenario :

1. Agv places the material in the elevator
2. The elevator goes to the target floor,
3. Another AGV picks it from the elevator

(1) would be a transport order for vehicle V1 in openTCS, (2) could be handled by a peripheral job and (3) would be a transport order for vehicle V2.
