nuxt-security + content blocks _payload.json-isr requests on ISR routes, causing 404 errors

HI when using nuxt security and content together with isr cache it will cause payload missing errors.

I looked into your repo and as far as I can see, this is not Nuxt Content issue.

• Nuxt content forces prerender: true for some of its internal routes
• this trigger prerender:done hook.
• Nuxt Security catches this hook and manipulates routeRules and this (somehow, I', not sure) cause the issue
