How to precisely sort/reorder items & menus? #801

I would have added to How to precisely sort/reorder items & menus? #754, but it is closed.
I have had similar frustrations regarding position. I feel like I have it figured out mostly. But I have found it impossible to actually set an order when using a mix of modify and new items. Any guidance there would be appreciated. Also, if you still need help with updating the documentation, point me in the right direction. I already have a small list of things I have found that are undocumented
