Proposal to enable the `playwright-cli install --skills` to accept an install location.

Or at the very least, also support the standard `.agents/skills/*` directory - per <https://agentskills.io>:

- Project-level: `<project>/.agents/skills/`
- User-level: `~/.agents/skills/`

Ideally, we'd be vendor agnostic.
