Update http-proxy-agent to address vulnerability

http-proxy-agent v5 depends on @tootallnate/once which has a vulnerability: GHSA-vpq2-c234-7xj6

I looked into this but unfortunately upgrading http-proxy-agent beyond its current version breaks Node v12 support.. local-web-server currently supports Node v12 so would also need a new breaking change release.

Will keep my eye on this one, particularly any additional feedback we receive..

I am keeping my eye on this one.. npm audit still marks the vulnerability as "low severity" so hopefully it is not too disruptive.. Is this issue a blocker for you?

Not particularly. I'm just keeping an eye on the vulnerabilities and this seems like one that is not moving anywhere. I feel like the more relevant point for a fix would probably be in http-proxy-agent v5 since it is being downloaded a lot and could probably fix this without breaking changes. I've opened issue here but there's no response.
