This is only for loading bulk fill types (that already load in the game). It sounds like you want autoload? https://github.com/loki79uk/FS25_UniversalAutoload or am I misunderstanding the question?

You can edit the fill rate at the XML level for vehicles, default is 200.
register(XMLValueType.FLOAT, "vehicle.fillTriggerVehicle#litersPerSecond", "Liter per second", 200)

I could add this as an option, but would probably then need to add a whole GUI menu for setting it, and currently BulkFill only uses key bindings.
