[Feature] Publish etcd cluster startup time as logs/metrics #1273

What would you like to be added:
Record and publish (as logs) startup times for etcd clusters. Ideally these should be recorded as metrics for all clusters managed by druid. Additionally, include this in #807 , so that we catch any deterioration in the startup times across PRs/releases.
