DocC currently doesn't have its own CI (though it's in progress at swiftlang/swift-docc#1414) and isn't being built with CMake on Apple's CI for that reason.
Because of this, our CI is broken from DocC a good amount of the time. The plan is to temporarily make DocC failures non-blocking until swiftlang/swift-docc#1414 or something similar lands.
