Should secondary be able to run if Core has not had a successful collection?

I am noticing that there are repositories with NULL core_data_last_collected from an error but secondary has a successful collection and labeled date. Should secondary be able to run if core hasnt, so the repo does not/might not have the necessary data for the pull request dependent secondary tasks?
