remove method "summaries"?

• method summaries are now visible with mouse over in visual studio (didnt work in earlier versions of blish core). Thus the current comments are redundant and could be removed to reduce the risk of having outdated comments above those methods when blish core updates the summaries.
• a hint should be added to every method a la "mouse over method name for more details (visual studio)"
• instead of those now redundant comments, comments which expand the mouse over hint could be added
