(Investigate) Zero multiplicity has effect on channel balancing

For some reason, zero multiplicity queries are making channels unbalanced. This should not be the case. We should investigate the reason

The multiplicity of the query results are zero. That doesn't mean the multiplicity of the lookups are zero.
