Display information about multiple managers #6190

Is your feature request related to a problem? Please describe.
#6168 introduced multiple active managers, however it does not provide any insight to users about what the processes are doing.
Describe the solution you'd like
On the monitor and command line offer a way to get the following information.
- The list of manager processes and where they are running
- Which process is the primary managers
- What responsibilities are currently delegated to assistant managers. Currently only fate can be delegated, but in the future other functionality may be delegated.
May also want to expose some information about multiple managers via metrics.
