Disable any SMax hard and soft limits that are not being used

Intake sometimes stops during joystick control
Behaves as if reaching a soft limit

Disabling hard limits using the Rev client appeared to fix the problem.

Consider probably disabling the hard limits programmatically as well, to prevent future problems if the motor controller is replaced.
