Numbers close to 0 break formatting

Scaling a value down using decimals (in this instance taking a 1 and subtracting 0.1 from it 10 times) breaks formatting once it hits 0:

As far as I can tell, line 149 in 'lovely/number_formatting.toml' is the culprit by calling tostring instead of string.format

I have a fix on my mod's side (for inversion challenge where blinds scale towards 0 and you have to spend all hands while staying below blind's score), although it's not perfect.
