Kaapi guardrail service has endpoints to create validator configs and ban lists for their ban list validator, now these endpoints are not only in a different service but they are also just pure rest APIs

We would like to extend our config management UI so that it has space to take guardrails config as well which will include validator configs as well as ban list APIs.
