The goal is to add a pr-author-org-check mechanism so that pull requests touching restricted paths under cuda_bindings/ and cuda_python/ are handled strictly according to policy.

Various alternatives to achieve this have been discussed or tried. This issue is to track exploring/implementing the approach:

Ensure all commits to cuda_python/ and cuda_bindings/ are signed with an @nvidia.com email

Enforcing signed commits (any signature) is done in repo settings.

Enforcing signed commits where the signature matches a specific email seems overkill.

What's the goal with that?
