Bug: Discrepancy between dashboard stats and chart data

Describe the bug

On the dashboard, there are 70 schools for 2025. But, on the chart page, the total school count for that year is 69.

Where Is Bug/How to Recreate

Steps to reproduce the behavior:

1. Go to dashboard and take note of number of participating schools in 2025.
2. Go to chart page
3. Hover over the number of schools participating in 2025
4. Take note of difference

Expected behavior

These numbers should match

Suggested fix(es):

• This is due to the fact that the chart page creates a set and filters out duplicate school names before displaying data, whereas the chart does not.
• This should be handled on the dashboard and will be eventually handled when school merging is implemented.
