references to scons remain in docs

Describe the bug

I found that in the FAQ the suggestions are about how to use scons to install LOOS and PyLOOS, but we have been using cmake for a long time for building now.

To Reproduce

Just look through the docs and find instances of scons. In the 4.XX versions of the docs they should all have been replaced by some analogous comment using cmake.

Expected behavior

Various helpful remarks about how to use cmake and its various commands with the installs compiled from source.

LOOS version and platform

Doesn't matter this is on the github hosted web-docs. I guess it should be checked for all versions greater than or equal to 4.0.0?

The definitive instructions are in INSTALL.md in the repo, where the only remaining references to scons are in a section for converting a repo previously built with scons to use the new CMake. However, I'll update it in the near future
