Reproduce steps (on branch 15-qpr2, with package/apps/Settings commit ID 7043ee9891309cbe0681aefa6d12b55d94e3e5d4):

1. When SUW asks for you to enter a PIN, rotate the screen, then enter PIN
2. Either enroll a fingerprint or skip
3. It will ask for your password/PIN again after. If you skipped fingerprint, it will ask you to enroll again

I had observed this too on the Pixel Tablet multiple times without rotating the screen at all. Maybe it is not the rotation but that he screen is in landscape orientation?
