scroll anchors in header do not work

I think it may be because you removed jqueryui.
After ~2 clicks, the anchors in the navbar no longer do anything

it like breaks the circle, and makes a weird octagon
I'm gonna revert that back to the old animation

the old animation (changing padding) causes jittering when the image is resized
the current one still changes the padding, but less
I don't see what octagon you are talking about
I also changed the scrollbar css, you can change the colors if you want

I'm on safari, I didn't see any jittering.
I checked out chrome and I have no idea what jittering you're talking about
On safari, it made an octagon, but it's fine now.
change the black to an opacity of 0.
Black bar is gross :/
I don't like the tilt animations ;-; I think I'm gonna switch back to the old one
