It is possible on Gigabyte motherboard Pegasus or MSI motherboard OverClock3000 if I remember correctly.

While if it gets too hot, then it is stuck as mentioned in above issues.

Maybe CPU paste is involved, should measure safely CPU fan pipes temperature.
Even if had thermometer, would have to pay attention that the maximum value is lower than the maximum CPU one, not to break the thermometer which can be dangerous.

Note that I suspect that if open to see current thermal paste state, have to clean and reapply some, so have some otherwise laptop is useless.
