Add the Proposal closing time to the UI

The front page of the app has the date when proposals are due, but it does not show the time. Add the time to the UI.

Related, the application closes at 12AM the day it is set, meaning a due date of 1/17 is actually the day before. If we add the due time, we need to close at that time, or we need to set it to 11:59PM of the day, instead of midnight.
